2024 Meeting Minutes

DL called the meeting to order at 6:39 p.m.

DL asked the board if there was any declaration of pecuniary interest or conflict of interest. None were made.

Motion to accept the previous meeting minutes by CB, seconded by EP. Motion passed.

Treasurer’s Report (MG)

  • Some GL adjustments still require attention, funding for the Canada Summer Jobs grant will be reallocated from donations and sponsorships to the correct account, this will not affect our bottom line
  • New financial contact at The Town is Nirpaal Saggu, the year-end variance meeting is schedule for January 30, 2024
  • Our cost management was excellent in 2024 as we maintained our expenses within a $2K range compared to last year
  • There are still outstanding expenses that require allocation for Miracle on Main Street
  • CB moved to accept the Treasurer’s Report. IP seconded the motion. Motion passed.

Council Reports

Regional (CB)

  • The budgets were approved in December
  • The next council meeting is scheduled for January 29th, during which planning applications will be discussed, focusing on updates to the official plan and their impact on the downtown area
  • The regional meeting has been extended to February, as we anticipate several changes while awaiting further information from the province
  • Colin will be participating in the ROMA Conference next week (Rural Ontario Municipal Association), where various downtown issues will be addressed. He will provide a report on his findings next month
  • EC moved to accept the Council Report. EP seconded the motion. Motion passed.

Executive Director’s Report (MG)

Administration:

  • OBIAA Membership renewal is due. The membership includes the cost of the CRM & Membership annual fee. The total is $1328.87 including HST. The CRM database annual fee is $550.00 plus HST. Is the utilization of the database necessary with an annual fee?
  • CB agreed that if we do not have the capacity currently to use the CRM then we should not renew this portion for 2024. We can explore any changes in the future.
  • OBIAA 2024 Annual BIA Conference is April 28 – May 1, 2024, in Mississauga. We have a credit on file from 2024 for a Full Registration Ticket $935.25 and a Professional Headshot $12.17.
  • MG confirmed that the DMBIA will purchase only one ticket
  • The Chambre sent out an email notification about membership advantages, one of which included benefits for small businesses and not for profit employees.
  • DL to send MG the package that is provided to Marquee employees
  • MG inquired about the possibility of creating a benefits presentation for the board’s review, and the board approved this request.
  • A salary increases of 3% was incorporated into the 2024 budget. I would like to send in the Change of Status forms including the motion below confirming the increasing to The Town.
    • Motion to approve a 3% salary increase for 2024 for the following employees. Monique Gaudet, Mira Nasser, Lauren Uba

Board Member Update:

  • Sara Bergsma has officially resigned from the DMBIA Board of Directors as Vice Chair effective Friday January 12, 2023.
  • Diana Lakich, Vice Chair of the DMBIA Board of Directors has been set up in Workday and will begin invoice approvals and Visa reconciliations.
  • Please review, sign, and send me back the 2023 Related Parties Declaration Forms.
  • Board introductions will begin to take place in 2024 on social media. MG to send bio and headshots the individual board members for their reviews and updates
  • The DMBIA has scheduled a headshot session for January to update the website and create social media introductions.

ENHANCED PROMOTION ON THE DOWNTOWN MILTON COMMUNITY AND ITS BUSINESSES

  • Social media and promotions – Key focus is the Downtown Milton BIA businesses.
  • We continue to increase our Instagram followers; currently at 9,439 followers. Our goal is to hit 10, 000 followers
  • Completed the “Walk and Talk” tour on Thursday December 21 with MP Adam van Koeverden highlighted Mirror by Nurse Yara, WeeCare Pediatric, Shawarma Ally, Nature’s Spirit.

  • Tourism Growth Program in Southern Ontario is open until February 29th, 2024 (Food & Wine Event)

  • Support active outdoor experiences.
  • Extend the tourism season (e.g., new or expanded tourism offerings outside of the traditional high season).
  • My Main Street Program: Opens February 15, 2024: (Ivy Arms Walkway) The investment supports the stabilization and revitalization of main streets and neighbourhoods that continue to attract people to southern Ontario’s communities. Since 2022, My Main Street has provided direct-to-business and community support on southern Ontario’s main streets, recognizing their vital role in Canada’s culture and economic prosperity. My Main Street will once again include the Community Activator stream, supporting 75 communities’ high impact placemaking projects that seek to revitalize neighborhoods and reimagine public spaces including main streets, downtown strips and plazas as vibrant and inclusive places that work for everyone.
  • CB confirmed that the Ivy Arms walkway was originally a BIA project, and it is definitely in need of improvement.
  • The investment will include a new program stream entitled the Business Sustainability Program. This stream will provide non-repayable contributions up to $20,000 in direct-to-business funding to support productivity enhancements for up to 325 brick-and-mortar businesses located on main streets across southern Ontario. We will share this with our members.
  • Meeting with Diksha Pal Narayan, Arts Milton to discuss potential upcoming partnerships.

INCREASED FOCUS ON ATTRACTION OF NEW BUSINESSES

  • We continue to promote Downtown Milton as a vibrant and growing business community.
  • 2024 BIA Strategic Member Survey will be distributed at the end of the month.
  • EC requested that I circulate the survey for board review prior to sending it to the member
  • Working on the 2024 Operating Calendar which will align with the 2024 Strategic Member Survey responses.

ENHANCED ADVOCACY WITH LOCAL GOVERNMENT ON KEY ISSUES AFFECTING DOWNTOWN

  • Facilitating Strategic Planning for Your Organization free training series for non-for profits. We would like to attend the seminars; board approval is a requirement. Total hours of the program is 24 hours in total

  • Board approved the participation of the free seminar
  • OBIAA, continues to advocate for the extension of CEBA loan repayment on behalf of small businesses, is recommending this positioning statement: Supporting Small Businesses: Calling on the Federal Government to allow businesses pursuing the announced five percent (5%) loan to also qualify for forgiveness of the forgivable portion ($10,000 to $20,000).

ENHANCED DOWNTOWN EXPERIENCE FOR BUSINESSES AND VISITORS THROUGH BEAUTIFICATION EFFORTS

Beautification

  • Continue to follow up and work with tagged business buildings include: 133 Main Street, 167 Main Street, 207 Main Street. Monique to speak with Glen about the remaining grant funding that can be applied to the removal of graffiti.
  • Review email recommendations: MAIN STREET Cafes
  • CB received social media comments on the below topics on how to make Downtown more attractive. Is it better to be consistent or is it better to have some creativity
  • 1. All of Barrie’s cafes and restaurants look the same. What there now is not uniform, and the street looks tacky. Casa Americans looked awful with the white barriers. The Ivy Arms, the
  • Barn Door and Chudleigh’s has a better job of the outdoor cafe and restaurant culture in Milton.
  • Response: The BIA has engaged in multiple conversations with Amreek at Casa Americo regarding the patio and his barriers. Unfortunately, we are unable to tell him what to do. The Town can communicate with him and enforce that he implement the same barriers as Barn Door.
  • DL commented that Marquee has decided not to participate in the patio program this year as they do not want the barriers in front of their space, which they believe detracts from the attractiveness of their storefront and gives the impression of being under construction. Additionally, there is a monthly charge of $500.00 to have the barriers onsite.
  • CB requested input from the members so that Staff could discuss recommendations with the Town aimed at collaborating and reducing costs or increasing efficiency
  • DL confirmed that Oakville has them on the street.
  • EC confirmed that the Town administers the patio program. A logical starting point would be for Staff to engage with the members to gather their opinions and assess their interest in investment. Understanding the preferences and concerns of members participating in the patio program should be our initial step.
  • CB asked Monique to follow up with the Town regarding aesthetics and safety issues.
  • 2. The street flower bed need to be raised. Last year the dirt from the beds spread on the sidewalks from rain and foot traffic.
  • Response: I do agree. We currently have receptacles situated in our flower beds, and we need to guarantee that they are easily accessible for vendors. Additionally, our electrician may need to access them in case of damage, which includes digging down to the fuse for repairs. Norris Electrical has suggested raising the receptacle posts, at a cost of $300 per bed, and approximately 16-24 posts would need to be elevated. Instead of raising the flower beds, may The Town could contain them within a 4-inch height enclosure. I will also speak with the Flower Shed regarding the amount of mulch that was placed on the beds last year.
  • EC notes that 4×4 pressure treated 2 layers high would be the most economical, However, there is concern that snowplows during winter may damage them. There is an ongoing maintenance allocation allowance in the budget that can be utilized towards this upgrade
  • MG to speak with the Town regarding options and to review past notes. CB and KTD to be copied on the initial email
  • MH recommended that we check with Town legal regarding a tripping hazard based on the height recommendations
  • 3. The general appearance on Main Street was untidy. Ice cream spoons and waste on the street. Garbage often spilling on the street. We need more garbage containers and more sidewalk benches. More town-maintained workers tidying the street. This all-costs money, but Milton is worth it.
  • Response: If we could approach the Town for additional bins and benches that would be great. Location of benches: Health 217, Old Service Ontario Building, Smoke Shop, the Parkette.
  • Parkette: Paint the picnic benches at the parkette, add additional benches and remove the mulch with grass to open seating area.
  • 4. Closing Main Street to traffic Saturday to Sunday would be a great plan. Look to Barrie as an example. They do a great job.
  • Response: We would incur additional costs and a lot of staff hours to keep the closure active. I recently spoke with Brian Kennedy from Cambridge BIA, and he mentioned that they have successfully closed streets. They have several retail stores, patios, and cafes actively participating and engaging with the community along with Town assistance. Unfortunately, we do not have that type of participation currently.
  • EC mentioned that our members would be dissatisfied with the situation. There’s a distinct difference in the layout between Cambridge and Galt, where Highway 24 passes through, and the shopping streets run perpendicular to the road. In contrast, Milton has a different layout, with Main Street being the primary road, and if it were to be closed, there would be no traffic flow.

Treasurer’s Report (MG)

  • In 2023, we managed to maintain total expenses at a level similar to 2022, despite inflation. It is fantastic that we’ve managed to maintain the same level of programming as 2022 without a significant rise in expenses.
  • We received partial payment of the tax levy.
  • Sponsorship dollars were significantly higher in 2023 than 2022
  • MG: We are still pending our final closing numbers for 2023
  • CB: Final 2023 budget should be provided by The Town possibly by the end of March 2024.

  • CB moved to accept the introduction of a DMBIA Employee Benefit Program of 100% employer paid with a maximum of $1000 per month for the 3 permanent employees. DL seconded the motion. Motion passed.

Council Reports

Local presented by CB

  • January 29th, council unanimously supported the motions to address illegal land uses in Milton, particularly the numerous incidents of agricultural and rural (and other) zoned lands being used illegally to park large transport trucks.

Regional (CB)

  • Approved the Allocation Report, reference 2023 Halton Region Allocation Program
  • Colin will receive an update from regional staff regarding the capital programs

Executive Director’s Report (MG)

Administration:

  • Highschool Co-op student from St. Francis Xavier Catholic Secondary School will be starting on February 21st – June 12th, 2024, Monday, Wednesday, Thursday, and Fridays from 12pm – 2:20pm. He will work on updating our current member database.
  • Ian Campbell is resigning from the DMBIA board on March 31, 2024
  • The Treasury Policy is in The Town’s work plan. We will take the policy change to Council likely in the middle of the year. Nothing is needed from our side currently. They will make the change retroactively effective from January 2024, so you will see full year of interest from the Reserve Funds account.

Community Partnerships:

  • Met with Bianca Caramento, President & CEO of the Milton Chamber of Commerce, to discuss the partnership opportunities for 2024. A Business After Hours event will be hosted within the DMBIA, jointly organized by a member of both the Chamber and DMBIA. This will be a one-time opportunity for all DMBIA members to attend, demonstrating our collaborative efforts on new initiatives.
  • Met with Andy Scott, Senior Director, Strategic Initiatives & Business Development at the Town
  • to review project-based consultations and strategic placemaking initiatives for the DMBIA. The DMBIA would like to plan focus groups so that people within the community can be heard and provide opinions.
  • DL: What strategies will you use to encourage attendance at the Focus Groups and ensure a diverse representation of participants?
  • MG: Segment the DMBIA membership into categories such as property owners, business owners, retailers, and restaurants.
  • TD: It is very tough to get people to come out
  • EC: Eric participated in a citizen survey through random sampling to verify the process, they provided a brief telephone survey, recorded response, and consolidated the data and reached out to specific people to offer them the chance to participate in a focus group for two hours. Implement a random sampling process and incentivizing the people, create a matrix of participation.
  • CB: Very important to have a diverse group. Reference Milton.ca, downtown study for reference.
  • MH: If they are not completed professionally, and moderated by an individual that is asking the correct questions it would not be beneficial.
  • MG: To review comments and concerns with Andy Scott
  • Memorandums of Understanding (MOUs) with The Town will be revised to reflect updates regarding banners, receptacles, light displays, and flower beds.

Grants:

  • Tourism Growth Program in Southern Ontario is open until February 29th, 2024
  • I wanted to double check the confirmed revenue component of the application to ensure I had the correct information prior to moving forward with applying for the Milton Food and Wine Festival. Unfortunately, in-kind support is not enough. They explained that FedEv Ontario is seeking projects that already have their funds leveraged to ensure that the organization’s budget can support the event if they are approved. As the applying organization, The DMBIA must submit audited reports and financial statements demonstrating revenue coverage and sustainability.
  • I would like to try to apply for additional funding for the See you in September Car Show. I do not want to miss out on this opportunity.
  • My Main Street Program: Opens February 15, 2024: Update: Meeting with Doug Sampano, Director, Facilities, Operations & Environment at The Town on Tuesday February 13th to review potential projects. Flower bed upgrade and redeveloping Ivy Arms Walkway. An update will be provided at the upcoming board meeting.

INCREASED FOCUS ON ATTRACTION OF NEW BUSINESSES

  • We continue to promote Downtown Milton as a vibrant and growing business community. There seems to be a disconnect regarding our message. I think that we need a clear picture of what we would like Downtown Milton to become. As mentioned above I have reached out to The Town to begin placemaking initiatives within the community.
  • 2024 BIA Strategic Member Survey pending review from the board. I feel that it is a bit long and would like to shorten it. Andy Scott would like to review the survey.
  • MG: The board approves of sharing the survey with Andy Scott for feedback.
  • Working on the 2024 Operating Calendar which will align with the 2024 Strategic Member Survey responses.
  • EC: The survey appeared biased, and he asks that it be resent in a Google Document for the board’s review and edits.
  • MG: Resend survey in a Google Document to board members.

Beautification

  • Patio Program update: This is the engineering/design standard that all municipalities now follow:

  • We continue to operate under the temp patio program delegated authority which affords F&B establishments the opportunity to operate a seasonal patio at no cost. If there is a desire for a long-term permanent patio program, based on the experience in other municipalities I think it is reasonable to assume that Council might suggest the program be revenue neutral in that fees introduced cover staff time etc. An additional update will be provided after the OBIAA call.

Special Guest Report:

Lauren Pearson (LP)

  • LP presented a progress update on Phase 1 of the Milton Food and Wine Festival
  • MG: What is needed for the DMBIA to take ownership of this event?
  • LP: Emphasized the importance of securing support from both the Town and the DMBIA to endorse the partnership, ensuring that sponsorship packages are presented with the appropriate branding.
  • CB: Expresses enthusiasm about the event’s potential for partnership and inquired about the submission of a report to The Town for council approval.
  • LP: Scheduled a meeting with Jenna Patterson and Andy Scott to review the event’s details.
  • EP: Discussed the compensation plan for Lauren Pearson’s involvement in the event.
  • LP: Announced the establishment of her own marketing agency and her intention to handle the event’s marketing. Expects minimal costs as she plans to utilize social channels and PR opportunities.
  • TD: Expressed confusion regarding the event’s funding.
  • MG: Raised concerns about potential financial liabilities associated with the event.
  • EC: Proposed establishing a contingency fee for Lauren Pearson’s services, suggesting an amount of $2000 start up fee. Also emphasized the importance of having a predefined Memorandum of Understanding (MOU) between Lauren Pearson’s marketing firm and the DMBIA.
  • MG: Coordinate with Lauren Pearson and The Town to draft a similar contract used for the Holiday Market (2018/2019)
  • MG: Collaborate with Lauren to finalize the MOU and sponsorship package before approaching potential sponsors.
  • EC: The MOU and agreement needs must be finalized before seeking sponsorship funds and initiating event marketing efforts. It needs to be understood that the risks of the event are under Lauren Pearson’s (third party company).
  • (Board discussion). Lauren Pearson Third Party Start Up:
  • CB moved that DMBIA will provide Lauren Pearson’s business (third party company) a startup fee of $2000 for the Food and Wine Festival once the final MOU is agreed upon and signed by all parties. TD seconded the motion. Motion passed.

  • There is little to report to date, aside from salary and rent expenses, there haven’t been any significant expenditures so far.

Council Reports

Regional (CB)

  • Two items from the CN report, two court decisions were passed, 1st referring it back to the federal cabinet regarding the environmental concern. 2nd working out the constitutionality of what can and cannot be done. We will receive an update at our next council meeting.
  • Highlighting the changes in planning, The Region is out of planning and The Town is taking over the planning process. Next step is to look at the allocation of the 12,819 homes in Milton on top of the 13,000 that we already have that haven’t been occupied.

Local KTD

  • Website survey for Milton Website Improvement is on The Town website and is part of our long-term strategic plan to modernize communication and our online presence. Visit https://www.letstalkmilton.ca/website-improvements
  • Milton is going into a By-election as MP Parm Gill resigned, his seat is now open. Zeeshan Hamid is the current candidate. We do not know the candidates for The Liberal, NDP or Green party.
  • Premiere Doug Ford was in Milton to announce the funding of $8.4 million from The Building Faster Fund.

Executive Director’s Report (MG)

Administration:

  • A recommendation was received from the Executive Director at the Tillsonburg BIA, who mentioned that they use to utilize the Chamber Plan but weren’t satisfied with it. I heard this comment from many other BIA’s at the following OBIAA meeting. Instead, they suggested a broker to me, who then found a better option at a lower price. The details will be finalized by March 18th for benefits to begin April 1, 2024
  • Awaiting a response from the Canada Summer Jobs grant. Once confirmation is received, I will publish the job posting.

Operating Calendar for 2024

  • Review 2024 Operating Calendar focusing on Events, Marketing & Promotions, Member Support, Strategic Plan, Advocacy, Sponsorship, Collaboration with The Town, Administration. Reference 2024 Operating Calendar attached.
  • EC asked for MG to send the operating calendar to the board for further review

Reviewing Board Policies

  • No changes to suggest for Electronic Voting Policy or Conflict of Interest – approved at the March 2023 board meeting
  • Purchasing Policy – Updated and motion approved at the March 2023 board meeting
  • Board of Management Policy – Board to review, need motion to approve.
  • Personnel Policy – Received updates from HR department, final draft will be provided at the April board meeting.
  • Constitution – Will update the Constitution based on the final Board of Management and Personnel policies.
  • Board of Management policy – Notes taken from the March 2023 Board Meeting
    • Took elements from Municipal Act, our Constitution, our board orientation documents, OBIAA and other BIA policies. Covers purpose, term, membership eligibility, responsibilities, etc.
    • Community member participation – Some BIAs have policies around board composition. Having a policy will help ensure we have a variety of strengths and opinions on the board and continue to maintain a strong voice from BIA members. Recommending a maximum of three people on the board that are not BIA members (don’t pay the levy), or councillors. They would need to be recommended by a BIA member and could hold their position for one term (unless the person is selected by the board as an officer). We get a lot of interest from residents wanting to join and need to have good representation from BIA members as well.
    • Policy maintains some requirements we had in our board documents previously – board members must attend 75% of our board meetings in the year, and they must get involved in things outside of board meetings – ie events, projects, committees, expense approvals, etc
    • MG to resend the following documents for approval Board of Management Policy, Personnel Policy, and Constitution
    • KTD addition to the Board of Management Policy: The number of Community Members will not exceed the number of Downtown Milton BIA members. DMBIA members must form the majority.
    • EC currently EP, TD, are community members. The DMBIA Board of Directors does have room for one more Community Member

  • Moe Hartley has applied to join the DMBIA Board of Directors as a Director.
  • Up to three community members (non-BIA members and non-councillors) may hold seats on the Board of Management at one time. These individuals must be recommended by a current DMBIA member and follow the same election process as other Board members. Community members can participate on the Board for a maximum of one term (four years). Their term may be extended at the discretion of the Board if the Board member agrees to be an Officer of the Board.

  • So far, we have secured $18,450 in confirmed sponsorships for SummerFest. Sponsors include BMO, Lajy, Scotiabank, KalTire, Magin Window Innovations, and OLG.
  • Attended the Power Panel breakfast hosted by the Milton Chambre of Commerce on Wednesday March 6th. It was an excellent opportunity for community building.’
  • Farmers’ Market- We have reserved one booth this year. Last year we reserved two booths, however, one sat empty most weekends. Members have shown interest this year and dates are beginning to fill up.

Grants:

  • My Main Street Program: Opens February 15, 2024: Meeting with STEPS regarding two potential projects. Ivy Arms Walkway and or the bridge overpass. More details to follow. The grant is due March 31, 2024
  • MG The Town of Milton will be giving the Ivy Arms Walkway a facelift, see below notes.

  • Beautification
    • Graffiti: Use the 12K from the 2023 grant to create a campaign to help our members remove graffiti from their buildings. Could make a visible difference downtown and be relatively easy to administer. Recommend just doing it for members (not for municipally owned infrastructure).
  • Ivy Arms walkway facelift: Doug Sampano, Senior Director, Facilities, Operations & Environment
    • Remove all pergola posts that run top to bottom of the Ivy stairs (All are either rotting or are being held into place by structural supports). We are going to need to remove these soon.
    • Remove & replace all the top row sections of the flower boxes. Though covered mostly by potato vines through the grow season this would help a little with the off-season aesthetics while helping to secure the structural integrities. We would also repair and re secure the areas that are separating at the corner points, staining the flower boxes (tbc)
    • Community Board be incorporating it in with a more decorative common flower planter (Not Sitting area) at the front of the top flower bed which faces Main St. This would create a more pleasing view face from Main St while shading the front top beds. The plastic cover off the community board will be replaced.
    • Portable Self Watering Planters: Suggested by Doug Sampano, Senior Director, Facilities, Operations & Environment to replace the flower beds on the ground. These would be cleaned up by The Town. Estimated cost $12K – would come from our budget. Suggested locations provided by The Town’s horticultural department.

Council Reports

Regional (CB)

  • Provincial By-election will be held on May 2, encouraging everyone to vote.
  • Two meet the candidates’ nights on April 23 at Country Heritage Park and April 25 at the Milton’s Sports Centre banquet room. 5 candidates are officially registered, and 2 possible candidates.
  • The Bell Allocation program was approved by Milton Town Council on March 25 for the 12,000 additional homes. Number of them in Milton Heights and along the transit routes.
  • Future condo projects near go stations no longer have to offer tenant parking.
  • Several decisions are being made on zoning which will affect the future of downtown and what types of tenants will be able to have businesses.

Local (CB & KTD)

  • In an effort to increase housing options and supply throughout the province, the provincial government has recently made some changes to the Planning Act, permitting two additional residential units (ARUs) on an urban residential lot containing a detached house, semi-detached house or townhouse. This would allow up to three residential units in total on a residential lot with municipal water and sewage services.

  • Next council meeting on April 15 to review additional planning applications
  • Big changes at The Town of Milton, Christine Scott has been transferred as Commissioner of Community services to Corporate Services, and Doug Sampano has been promoted to Commissioner of Community Services.

  • EC suggested to speak with By-law to open orders for graffiti removal.
  • Further strategic planning for the Mobility Hub will occur, requiring input from BIA members.

  • The legion is beginning a Legacy of Honour Program. This initiative will include 40 banners along Downtown Milton with the BIA for 5-6 weeks, dates to be confirmed. Final approval will come from The Town of Milton.
  • Official fundraising launch date is June 2, Royal Canadian Legion Branch # 136 – Milton

  • CB asked if the program is open only to veterans that were members of Branch 136 or can other veterans apply that served from the Town of Milton.
  • FA confirmed that program is open to all veterans. We are accepting applications; the contact email is legacyofhonourmilton@gmail.com and application can be sent to you.
  • CB offered his support for this initiative in required.
  • FA is focusing on installation of banners, and costs associated with the program. Currently the cost is $200 per banner, and are developing sponsorship programs, poppy publication approvals, etc.
  • An MOU will need to established among The Legion, The Town of Milton, and the DMBIA to ensure a damage clause covers expenses.
  • EC suggested reviewing the budget concerning the line item for banner expenses.
  • FA is meeting with the Streetsville BIA to walk him through the process.

Council Reports

Regional (KTD)

  • On March 1, 2024, the Federal Court of Canada ruled in favour of the Halton Municipalities with respect to CN’s proposed truck-rail facility in the Town of Milton. The Court found that the decisions of the Federal Minister and Cabinet failed to fulfil their duty to protect human health. The cabinet has sent it back and to date the appeal has been stayed and court has allowed CN to continue construction until a decision has been made.
  • There will also be a constitutional challenge application to the Supreme Court of Canada on the constitutional issue of jurisdiction. CN said that they are not subject to any local bylaws and that is what The Town of Milton is challenging.

Local ( KTD)

  • Applications are open for the Milton Community Connections Grant. This money is meant to help community members connect with each other by sharing knowledge, talents, and spaces.

  • Met with Jenna Patterson, Acting Manager, Economic Development. The Town has hired two new Economic Development Officers for their department. We did a walk through downtown to review key priorities. Jenna Patterson and Monique Gaudet to meet after SummerFest to review key strategic priorities.
  • MG to provide a vacancy report for the next board meeting.

ENHANCED DOWNTOWN EXPERIENCE FOR BUSINESSES AND VISITORS THROUGH BEAUTIFICATION EFFORTS

Beatification:

  • Receptacles are scheduled for repair next week. Currently 12 are not working and 6 cannot be accessed.
  • Flower installation is planned for last week of May.

  • I am working with Michael Foster, Municipal Law Enforcement Officer to ensure that graffiti is removed in a timely manner. Removed to date: 143 Main Street, 144 Main Street. Turnball & Thompson requires some more time due to the season to get the work done. The graffiti will be removed by the end of the month.
  • EC mentioned the mattress that has been in the parking lot of My Roti Place/ My Roti Place for several months.
  • MG is aware of this issue and has spoken to The Region. However, since the mattress is on private property, they are unable to act. I have contacted Milton Bylaw, and they have opened a complaint.

  • EP asked about more information regarding The Legacy of Honour program.
  • MG has not received an update.
  • KTD received a postcard from The Legion outlining the project, and the posted dates are October 14 – November 15 or October 11 – November 13.

  • Ideal date is to begin one week earlier, and end one week earlier, prior to November 21.

Council Reports

Local ( KTD)

  • The Town had an “Adopt a Park” program. For reference, please visit https://www.milton.ca/en/arts-and-recreation/adopt-a-park.aspx
  • Milton Today https://www.miltontoday.ca/ ran an article about Milton’s projected population and by 2051 it will be just over 400,000 people. The Town would need to have an average of 2,900 new housing units per year from now until 2051.
  • TD commented on the traffic situation near the 401 and the mall (Halton Hills), noting the absence of police presence, which made navigation challenging. If the population increases, police presence will need to be established.
  • The Transportation Master Plan was open for comments and is important to review based on the above increase in population. The guide that combines all modes of transportation and identifies strategic improvements for each mode, to achieve a multi-modal future for the Town.
  • KTD updated that The Town hosted long term strategic workshops and transportation was the main point of the discussion. Including design, layout, and how we will implement this in future neighbourhoods.
  • The Transportation Master Plan was open for comments and is important to review based on the above increase in population. The guide combines all modes of transportation and identifies strategic improvements for each mode, to achieve a multi-modal future for the Town.
  • MH commented that this is not a police issue but an infrastructure issue, this requires provincial and federal input to implement.
  • EP is concerned that the new condos being built in the area will worsen the already bad traffic situation.

Regional (CB)

  • Staff and contractors are working on Main Street to level the road that was repaired after the water main broke just before downtown.
  • The Region is hosting a workshop on modifying garbage collection. We currently have pilot projects for automatic handles and are considering expanding this to more communities. This system makes it easier to collect garbage and ensures that garbage and recycling stay in bins.
  • As of July 1, 2024, all planning will be done locally.

  • Interviews are taking place this week for the Ambassador summer student position. The position will begin on Tuesday July 2.

  • SummerFest:
    • Summerfest was a big success. We are in the process of compiling the wrap report.
    • We rented a generator from Battlefield for SummerFest. They delivered the generator to us on Friday afternoon, placing it in the Brown Street lot behind a Town dumpster. The generator remained there throughout the festival, as it was used by a vendor and never moved from its original position. It was still in place at the designated spot-on Saturday evening. However, when Battlefield came to pick up the generator on Monday, they reported it as missing.
    • MG mentioned that going forward, we will not be renting additional generators for vendors. If vendors require more power than we can provide, it will be their responsibility to supply it.
    • MG a police report has been submitted and this will be covered under our event insurance and a damage waiver was signed. More information to follow.
  • Farmers’ Market:
    • Two members have complained about the location of the food truck. The smell of gas and the food is affecting their business.
  • Car Show:
    • The next big event is the Car Show, scheduled for Saturday September 14 @ 5pm – 11pm

ENHANCED ADVOCACY WITH LOCAL GOVERNMENT ON KEY ISSUES AFFECTING DOWNTOWN

  • MP Adam van Koeverden recommended that we apply for the Enabling Accessibility Grant. This funding opportunity aims to make communities and workplaces across Canada more accessible for persons with disabilities. He suggested portable ramps for business within the BIA.

Beautification:

  • Flowers are installed
  • The garden sponsorship program is up and running
  • We have one banner that was taken down due to damage. It is in the process of being replaced.
  • Michael Foster, Municipal Law Enforcement Officer continues to ensure that graffiti is removed in a timely manner. 133 Main Street was not completed prior to SummerFest. The compliance time gave them until June 2. The Town will be looking into doing the work themselves should it not be completed by the property owner. Update to follow.
  • MG discussed the Styrofoam incident that occurred while Chuck’s Roadhouse Bar and Grill was resurfacing their building. Styrofoam pieces were flying through the air in Downtown Milton, covering Main Street and prompting complaints from numerous businesses.
  • KTD received numerous complaints about the situation. The Commission of Development was contacted and planned to visit the contractors

Council Reports

Local (KTD)

  • Administrative Penalty System (APS) that will come into effect February 2025 in our By-Law Department. APS is a process to manage disputes of By-law infractions in a manner that is fair, effective and efficient while enhancing customer service.
  • Town’s regulatory By-laws will transfer By-law disputes from the provincial offence’s courtroom to the municipality through the use of Screening and Hearing Officers who have the authority to modify, cancel, affirm and extend time to pay for penalties. This process aids in reducing congestion in the Provincial Offences court system, as well as providing a more local and accessible way for residents to resolve disputes.
  • Staff are working to manage the recent flooding and the high volume of water.
  • Ward 1 in Milton is experiencing the most severe flooding.
  • MG reported that Pasqualino’s location and 251 Main Street were both affected by flooding.
  • There will not be a council meeting in August.

Regional (CB)

  • 36 flooded basements in Milton, 24 of them in Ward 1, including the basement of Carriage Square
  • Tremaine Road is down to 1 lane over the 401
  • The Region has begun working on their budget
  • The Region and The Town of Milton are working on their 2025budgets
  • A motion proposed by Councillor Malboeuf aimed to have the region cover the costs for Food Developments hookups for water and sewer, which would have added $1 million to our taxes. This motion was withdrawn.
  • On August 21, my Presidency of AMO will end.
  • KTD extended congratulations to Colin on his 10 years with AMO, noting that it was a very prestigious position.

Executive Director Report

Administration:

  • Romeo Gashi, Downtown Brand Ambassador was hired on July 2, 2024, and will work with the DMBIA until August 23, 2024, through the Canada Summer Job Program.

AGM:

  • Tentative date: Wednesday October 2, 2024.
  • Review Annual General Meeting options.
  • MG and TD discussed the possibility of holding a virtual AGM this year due to low attendance in the past.
  • MG alternatively host the AGM at a restaurant, though this will depend on costs.
  • MH noted that past AGMs with specific concerns for all of downtown, like the floodplain issue, had higher attendance. Without an interesting topic, a virtual format might be more effective.
  • MG raised a question regarding the potential topic.
  • CB mentioned that the best-attended events were those like “Meet the Candidates” night.
  • CB A speaker from The Town to discuss the Downtown Milton Civic Precinct could be an option,
  • KTD emphasized that location is important. An event with a relevant topic, like the historian who spoke about Downtown Milton, drew a large crowd. The topic can drive attendance.
  • MG will contact The Town of Milton to see if staff are interested in summarizing the details and plans for the AGM.

ENHANCED PROMOTION ON THE DOWNTOWN MILTON COMMUNITY AND ITS BUSINESSES

  • Social media and promotions – Key focus continues to be our businesses and the “See you in September Car Show.”
  • The DMBIA submitted our name for the BIA showcase section in the recent OBIAA newsletter. Promotions featuring DMBIA patios and flowers were included.
  • We launched a new marketing initiative called “Help Us Help You Promote Your Business!” This initiative offers our businesses the chance to highlight a menu launch, special initiative, sale, or new products on our social media channels until the end of the year. Currently, 15 businesses are participating.
  • MG spoke about approaching a local influencer to come in and showcase a food, retail, and shopping experience.
  • Lawn Bowls Milton will host the Canadian Lawn Bowling Competition from August 17 to August 24 at 43 Commercial. Ken Armstrong, the president, reached out to the DMBIA for sponsorship, swag, and in-kind assistance. We sent an e-blast to members to gauge their interest in offering discounts or coupons in exchange for exposure. Would we like to sponsor them?
  • Milton Public Library is hosting a Job Fair on Saturday August 18, 2024, we will send details to our members as we receive them so that they can participate if interested.
  • Farmers’ Market:
    • Two members have complained about the location of the food truck. The smell of gas and the food is affecting their business. This is an ongoing issue and is yet to be resolved.
  • See you in September Car Show:
    • The next big event is the See you in September Car Show, scheduled for Saturday September 14 @ 4pm – 9pm.
    • Orange Snail Brewery will be hosting the beer garden.
  • Miracle on Main Street:
    • Launch date Wednesday August 28th, open applications for vendors and entertainers.
    • MG will reach out to The Tiger Jeet Singh Foundation to schedule a meeting to review an MOU for the upcoming event.
  • Food and Wine Festival:
    • The Food and Wine Festival will not be taking place in Downtown Milton in 2024. MG to notify Lauren Pearson.
    • The Milton Fairgrounds is hosting a Milton Night Market and Fall Festival

  • Honorable Peter Bethlenfalvy, Minister of Finance, will visit the Town of Milton on Monday, August 26, 2024, from 8:30 AM to 10:30 AM. MPP Zee Hamid, the Personal Assistant to the Minister, has arranged for the Minister to meet with some DMBIA businesses and ideally do a walk-through of Downtown. I have a call with Economic Development on Wednesday, July 24, to review the details.
  • MG to provide updates once the meetings are confirmed.

ENHANCED DOWNTOWN EXPERIENCE FOR BUSINESSES AND VISITORS THROUGH BEAUTIFICATION EFFORTS

Beatification:

  • The hanging flower baskets are obstructing the No Parking signs along Main Street. This issue needs to be resolved before next summer.
  • The DMBIA was not approved for the My MainStreet funding.
  • The graffiti at 133 Main Street has been removed. The property owners are interested in pursuing a mural project similar to The Parkette Mural. The DMBIA will continue to seek funding opportunities for this project.
  • The Community Board near Ivy Arms has been tagged. We plan to repaint the sign white.

Council Reports

Local (KTD)

  • There was not a council meeting in August, however there was one last week.
  • The Civic Precinct project has been recognized as one of the council’s strategic priorities.
  • September 5th marked the first day of classes for Conestoga College at the Laurier Milton Academic Centre on Highpoint Drive. A transit route was modified to accommodate students traveling to the campus. The increase in student population is expected to have a direct or indirect impact on Downtown Milton.
  • The number of businesses operating in Milton with employees increased by 48 between June 2023 and June 2024. In comparison, the City of Whitby experienced an increase of 140 businesses, while the City of Barrie saw a loss of 22. This is a positive trend and hopefully continues for Milton.
  • The Milton Economic Development Advisory Committee (MEDAC) are moving to a digital platform update

Regional (CB)

  • A Regional meeting was held today to discuss the flood report. Staff will provide suggestions on how to address the issue for both commercial and residential areas. Downtown Milton had the highest number of flooding incidents reported.
  • The Transportation Master Plan report indicates a significant investment will be allocated to widening regional roads and improving connections.
  • Wheeled Cart Waste Collection Demonstration Project was presented. The cart system will be piloted in residential areas.

Administration:

  • Canada Summer Jobs program is closed, DMBIA has received the activity report from payroll, and it has been submitted.

Local (KTD)

  • Executive Services has now taken over government relations, previously handled by public relations. Andy Scott Senior Director Strategic Initiatives will lead this portfolio, with key strategic priorities identified:
  • Opposing the CN Intermodal project.
  • Expanding all-way, two-day GO service and constructing an additional GO station at Trafalgar and Agerton.
  • Securing support from other government levels for a new transit facility in Milton.
  • Pursuing infrastructure funding.
  • Enhancing program and service delivery to support community growth.
  • Changes in regional economic development as the Region disbands its Economic Development department, transferring responsibilities to municipalities for more effective local management.

Regional (CB)

  • The Federal Court ruled against the Regions and Towns position regarding the CN Intermodal. They are reviewing the position, with a formal statement to follow.
  • CB presented a demographic projection for each municipality which could be useful for businesses tracking their customers. Reference: Population Age Breakdown by Local Municipality
  • CB presented the crime severity index which police track and is a better indicator of area crimes which have been declining for the last 50 years. Reference: Overall Crime Rate 1974-2022

  • The TOM Council workshop is scheduled for Monday, November 25th, 2024. Our DMBIA presentation has been approved by Glen Cowan, Chief Financial Officer & Treasurer.

CN Intermodal Board of Director Discussion:

  • Review of the DMBIA position
  • The DMBIA board of directors voted that we will not be making a statement.
  • While we recognize the importance of this issue, the Downtown Milton BIA Board of Directors has decided not to issue a public statement on the matter. As a non-political organization, our focus remains on initiatives that align with our mandate to promote and enhance the downtown business area.

Legacy of Honour Banner Program:

  • Legacy of Honour banners will be taken down by the evening on November 18th.
  • Frank Avila sent an email asking The Town and The DMBIA for extra $1,500 plus tax to take the banners down. He did not account for this expense.
  • The DMBIA board of directors agreed to cover the expense of taking the banners down.

DMBIA Events:

  • Tiny Tots Trick or Treat was a success, with 46 members participating. This year, we closed the street at 8 a.m. and extended the closure to Commercial for added safety. Both adjustments proved effective.

  • The Tiger Jeet Singh Foundation is participating in the Santa Claus Parade on November 17, 2024 this will promote the Miracle on Main Street event.

  • 9.98% was The Town increase, kept it under double digit increase; 12 new fire fighters have been hired, more money will be put towards transit.
  • The dollar amount, total blending tax increase an additional $50.44 per year per $100,000 of assessed value of your home as assessed by MPAC.
  • TD inquired how many extra staff have been hired by the Town of Milton.
  • KTD 1 position was added to the economic development team.
  • CB 12 full-time fire fighters 12 plus a district chief and then the remaining will be divided by departments.
  • TD recommended that The Town highlight the positions filled in a public forum so that tax increases can be explained clearly.

Administration:

  • The DMBIA 2025 budget was approved
  • Non-paid intern from Mohawk College moved to a position at The Town of Milton that was more aligned with her education.
  • The Canada Summer Jobs program is November 18th to December 19th, 2024. The application has been completed.
  • OBIAA 2025 Annual BIA Conference is March 30 – April 2, 2024, in Collingwood. More details to follow.
  • OBIAA Membership renewal is due and will be paid this month.
  • Working on the 2025 DMBIA sponsorship package.
  • TD inquired about the increase in sponsorship revenue
  • MG explained that SummerFest was bigger than previous years as we extended to Commercial Street, this increased vendor and sponsorship revenue. Along with the additional hour of the See you in September Car Show event, sponsors were more inclined to participate in the event.
  • In Council report ES-033-24, Council has approved the request to update the Financial Management Policy No. 116 – Treasury to re-classify the DBIA Reserve to the DBIA Reserve Fund. This reclassification will take effect on January 1, 2024, for the purpose of interest allocation. Here is a link to the Council report.   • 2025 Operating Calendar & Strategic Plan will be worked in alignment with the committee.

DMBIA Events:

  • Miracle on Main Street – Saturday December 7th, 2024 @ 2 pm – 7 pm, was successful. Board report to follow
  • Christmas Giveaway, Marquee Steakhouse will run the last week of the giveaway
  • Taste of Downtown Milton: Friday February 21, 2025 – Sunday March 16, 2025
  • We continue to promote member events via social media, newsletter, and our events calendar.

ENHANCED DOWNTOWN EXPERIENCE FOR BUSINESSES AND VISITORS THROUGH BEAUTIFICATION EFFORTS

Beautification:

  • Neighbourhood Tree Lighting November 19th @ 5:30 pm was a success.
  • Holiday lights are up, we had two lights that there were not working, $2000 to fix so that all lights would be ready for Miracle on Main Street.
  • KTD mentioned that the receptacle poles have popped out
  • MG to ensure that they are put back in place
